Final Changes Yet to Come This Week

The House Budget Committee did advance the reconciliation bill Sunday night but only by four members voting “present” and yielding a sterling 17-16-4 vote count.
The Rules Committee will take up the bill very soon and the plan is to have it on the floor by the end of the week. Negotiations are still ongoing on key issues we discussed last time and there are conflicting reports on how much progress is being made on changes.
Speaker Michael Johnson said minor modifications have been promised to those unhappy with certain issues. Some other stories said budget hardliners were upset when told proposals to pull back Biden-era Green Energy credits to 2026 from gradual multi-year phase-outs did not have the votes this weekend.
Other discussions have described the discussions on moving work requirements for Medicaid from 2029 to 2027 or even 2026.
There are also discussions of raising the $30,000 SALT cap (per couple) to as much as $80,000.
The bottom line is that some of these discussions will likely require President Trump to weigh in with his preferences to settle the final version. If the House manages to pass their version of the bill by Thursday’s scheduled last day before the Memorial Day recess, the ball will then be in the Senate’s court.
